The City of Red Deer is currently recruiting a Utilities Technologist – Water. This position is responsible for the coordination of a variety of programs, projects and activities in the Environmental Planning Section. They prepare and administer various procurement activities and performs a variety of administrative activities.

Key Responsibilities
  • Programs & Project Coordination – Prepare cost estimates, analyze technical information, and maintain project cost databases. Draft reports to support development and implementation of new and ongoing programs and projects. Coordinate project activities and information with foremen and superintendents. Manage and administer special construction projects and upgrades, including procurement, consultant hiring, and contractor management. Monitor project budgets and perform cost forecasting. Conduct technical research and prepare reports related to water distribution, wastewater and storm sewer systems, treatment plants, and landfill operations.
  • Utilities Activities Coordination – Review and coordinate Utility department input on circulations such as area structure plans, developments, buried cable locations, encroachment agreements, land purchases/leases, and guideline changes.
  • Design & As-Builts – Prepare design drawings for smaller utility projects. Receive as-built information and update electronic record drawings. Coordinate the collection and submission process for as-built documentation.
  • Procurement – Prepare and administer procurement processes for utility maintenance and construction projects (e.g., pipe rehabilitation, water main replacements, lift station upgrades, plant upgrades, landfill construction). Develop cost estimates, gather quantity data, analyze bids, award contracts, and process progress payments. Coordinate contractor schedules with City crews, conduct on-site inspections, produce as-builts, and issue CCCs and FACs.
  • Administrative Responsibilities – Review literature and conduct phone surveys to assist with drafting and revising policies, safe work practices, and operational procedures. Monitor compliance with policies and procedures. Participate in studies and steering committees. Establish, maintain, and update records, files, and statistical information. Staff public displays and deliver public presentations.
Preferred Qualifications
  • Diploma in Civil or Environmental Engineering Technology.
  • Registered as a Certified Engineering Technologist or Applied Science Technologist with the Association of Science & Engineering Technology Professionals of Alberta (ASET).
  • Three years’ experience in municipal public works environment with a focus on Project & infrastructure management.
  • One-year computerized drafting experience.
  • Valid class 5 Alberta driver’s license.

$49.50 to $52.10 per hour

Hours of Work

75 hours biweekly; Monday to Friday, some evening and weekend work may be required.
